ÖZET: Sosyal bilgiler dersinin, istenilen vatandaş profilini ortaya çıkarmada etkisi oldukça yüksektir. Kadın hakları ile ilgili ortaokul düzeyinde farkındalığın oluşturulmasında sosyal bilgiler dersi kilit bir rol oynar. Zira sosyal bilgiler dersinin temel amacı etkin vatandaş yetiştirmektir. Bu çalışmanın amacı 1968-2018 Sosyal Bilgiler Öğretim Programlarında yer alan kadın haklarının analiz edilmesidir. Araştırmada nitel araştırma yöntemlerinden doküman analizi kullanılmıştır. Çalışmada kadın haklarının felsefi ve tarihi temellerine kısa bir şekilde değinilerek özellikle Osmanlı Devletinin son dönemlerinde (Tanzimat ve Meşrutiyet) meydana gelen kadın hareketleri çalışmada detaylandırılmıştır. Kadın haklarıyla ilgili kuramsal temellerden sonra Sosyal Bilgiler Öğretim Programındaki (1968, 1973, 1998, 20005, 2018) kadın hakları ile ilgili amaç, açıklama ve kazanımlar incelenerek kadın haklarına işaret eden doğrudan ya da dolaylı ifadeler anlaşılmaya çalışılmıştır. Ayrıca 2018 yılında uygulamaya konulan ve halen geçerli olan öğretim programındaki amaç, açıklama ve kazanımlar kadın hakları bağlamında incelenerek bunların ders kitabına yansımaları analiz edilmiştir. Çalışmanın sonucunda 1998 yılına kadar uygulanan Sosyal Bilgiler Öğretim Programlarında kadın haklarına doğrudan işaret eden bir ifadenin olmadığı tespit edilmiştir. 1998 yılına kadar uygulanan programlarda amaç ve açıklamalar bağlamında kadın haklarına dolaylı yoldan işaret eden ibareler yorumlanmıştır. 1998 öğretim programında ve sonraki dönemlerde uygulanan programlarda kadın haklarına doğrudan değinilmiştir. 1998 öğretim programında Atatürkçülük konuları ile ilişkilendirme boyutunda, 2005 ve 2018 öğretim programlarında amaç, açıklama ve kazanım bölümlerinde kadın haklarına doğrudan işaret edildiği çalışma sonucunda görülmüştür. Tartışma ve sonuç bölümünde bulgular tartışılarak benzer çalışmalarla desteklenmiştir. Çalışmanın öneriler kısmında, kadın haklarının öğretim programlarında daha fazla yer alması, ders kitaplarına yansıma düzeyinin artırılması adına neler yapılabilir sorusuna cevap aranmıştır.

ABSTRACT: Social studies course has a very high effect on revealing the desired citizen profile. Social studies course plays a key role in raising awareness about women's rights at secondary school level. Because the main purpose of the social studies course is to raise active citizens. The aim of this study is to analyze women's rights in the 1968-2018 Social Studies Curriculum. Document analysis, one of the qualitative research methods, was used in the research. In the study, the philosophical and historical foundations of women's rights were briefly mentioned and the women's movements that took place in the last periods of the Ottoman Empire (Tanzimat and Constitutional Monarchy) were detailed in the study. After the theoretical foundations about women's rights, the aims, explanations and achievements related to women's rights in the Social Studies Curriculum (1968, 1973, 1998, 20005, 2018) were examined, and direct or indirect expressions pointing to women's rights were tried to be understood. In addition, the aims, explanations and achievements of the curriculum, which was put into practice in 2018 and still valid, were examined in the context of women's rights and their reflections in the textbook were analyzed. As a result of the study, it was determined that there was no expression directly pointing to women's rights in the Social Studies Curriculum implemented until 1998. In the programs implemented until 1998, phrases implicitly pointing to women's rights were interpreted in the context of purposes and explanations. Women's rights were directly mentioned in the 1998 curriculum and in the programs implemented in the following periods. As a result of the study, it was seen that women's rights were directly pointed out in the dimension of associating with the subjects of Kemalism in the 1998 curriculum, and in the purpose, explanation and achievement sections of the 2005 and 2018 curriculum. In the discussion and conclusion part, the findings were discussed and supported by similar studies. In the suggestions part of the study, an answer was sought to the question of what can be done to include women's rights in the curriculum more and to increase the level of reflection in the textbooks.
