ÖZETnsanların yerleşik hayata geçmesi ile birlikte artan nüfus ve çeşitlenen ekonomik faaliyetlere bağlı olarak ortaya çıkan kentler; günümüzde sadece kalabalık nüfusların olduğu yerleĢmeler değil aynı zamanda karmaşık ilişkilerin yaşandığı, jeolojik, jeomorfolojik, ekonomik ve sosyolojik anlamda birçok yönüyle disiplinler arası çalışmayı gerektirecek mekânlara dönüşmüşlerdir. Artan teknolojik gelişmeler bir taraftan insanoğlunun mekânlardan en üst düzeyde yararlanmasını kolaylaştırırken, diğer taraftan insan-doğa arasındaki karşılıklı ilişkinin belli bir dengede olmasını gerektiren sürece taşımıştır. Bir kent açısından kaçınılmaz olan üç önemli süreç vardır. Bunlardan birincisi ortaya çıkışını sağlayan faktörlere bağlı olarak varlığını devam ettirmek ve gelişimini artırmak, ikincisi varlığını devam ettirmekle birlikte gelişimini artıramamak, üçüncüsü ise beklentilerin gerisinde kalarak kent olma vasfını yitirmek. Bitlis kenti, geçmişte jeomorfolojik avantajların ortaya çıkardığı birtakım kentlerin günümüzde büyüme ve gelişimini artırma anlamında dezavantajlarını yaşayan tipik bir kenttir. Zamanında kurulmuş olduğu vadi tabanında bölgeler arası geçiş kontrolünü sağlama avantajını yaşarken bugün jeomorfolojik ünitelerin arasında sıkışarak şehirsel fonksiyonlarını ve alansal genişlemesini tamamlayamamıştır. Bu çalışmada kuruluş yeri açısından Bitlis kentinin jeomorfolojik özellikleri incelenmiş ve kentin gelişimine etki eden faktörler ile gelecekte varlığını sürdürebilmesi için alınması gereken önlemler araştırılmıştır. Yapılan çalışmanın sonuçları, Bitlis kentinin içinde bulunduğu durumun daha karmaşık hal almadan bir takım şehirsel planlamalarla daha yaşanabilir bir mekâna dönüşebileceğini, yürütülen ekonomik faaliyetlerde coğrafik faktörlerin göz önünde bulundurulmasının zorunlu olduğunu, tarihi ve turistik özelliklerinin ön plana çıkarılarak kalkınmasının artırılabileceğini göstermiştir.

ABSTRACT Cities that emerged due to the increasing population and diversifying economic activities with the settled life of people; Today, not only settlements with large populations, but also complex relationships have turned into places that require interdisciplinary work in many aspects in geological, geomorphological, economic and sociological terms. Increasing technological developments, on the one hand, make it easier for human beings to benefit from places at the highest level, on the other hand, they have brought the mutual relationship between man and nature to a process that requires a certain balance.There are three important processes that are inevitable for a city. The first of these is to maintain its existence and increase its development depending on the existence of the factors that led to its emergence, the second is to not be able to increase its development although it continues to exist, and the third is to lose its character as a city by falling behind expectations. The city of Bitlis is a typical city that experiences the disadvantages of some cities, which were created by geomorphological advantages in the past, in terms of increasing their growth and development. While it had the advantage of providing interregional transition control on the valley floor where it was established at the time, it could not complete its urban functions and spatial expansion by being stuck between geomorphological units today. In this study, the geomorphological features of the city of Bitlis were examined in terms of the place of establishment and the factors affecting the development of the city and the precautions to be taken in order to continue its existence in the future were investigated. The results of the study showed that the situation in the city of Bitlis can be transformed into a more hospitable place with some urban planning without getting more complicated, that it is necessary to consider the geographical factors in the economic activities, and its development can be increased by highlighting its historical and touristic features.
